These are excerpts from American National Standard for glazing materials for use in motor vehicles.
They describe results of tests like putting acid on windows, irridating them, or scratching them. They don't say anything about window tinting, or sun screening.
5.1.3 Interpretation of Results. The irradiated specimens shall retain at least 70% of the original transmittance as determined on the specimens as submitted...
5.2 Luminous Transmittance. Test 2
5.2.3 Interpretation of Results. Safety glazing materials or multiple glazed assemblies thereof intended for use at levels requisite for driving visibility in the motor vehicle shall show regular (parellel) luminous transmittance of not less than 70% of the light, at normal incidence, both before and after irradiation *

Section 4 and Table1 show various places where glass passing these obscure tests 'may' be used; NOT must be used, or even should be used. There is nowhere in the ANS Z26 that prohibits use of glass or after market tinting with less than 70% transmittance on vehicle windows!
MOST IMPORTANT! Any restrictions made by this Standard apply to ALL WINDOWS, not just after-market safety window film! Neither Police nor PennDOT can recommend only enforcing a law against a select group of people!
